It is now over a year since Epping Forest District Council successfully took responsibility for the enforcement of parking. However, unfortunately a small minority of people have chosen to disregard their Penalty Charge Notices and have not paid their fines. As from January 2004 the Council will be cracking down on the non-payment of such fines and will be instructing bailiffs to collect all outstanding parking fines.
Councillor Robert Glozier, Portfolio Holder for Civil Engineering and Maintenance, said, "Fines do not disappear if they are not paid – each Penalty Charge Notice that is issued will be pursued until payment is received. In fact delaying payment will only increase the amount payable. The message is simple – if you do not want to pay a fine then don’t breach parking restrictions in the first place."
