Is Postal Vote Indication of High Election Turnout?

With two days to go, around 60 per cent of the postal votes issued by Epping Forest District Council have already been returned. 7,000 postal votes for the Epping Forest Constituency were sent out in April with around another 1,000 each to residents of Epping Forest District voting in the Harlow and Brentwood and Ongar constituencies.

Count staff began opening postal votes last Friday. Residents who registered to vote by post have just two more days to get their votes to the council. If you can't make the post in time, you can bring your postal vote to your local polling station on Thursday.

Postal voting has become more popular since the last General Election in 2005. The Council has never received so many returns at this stage of any previous election. Does this just mean more people have already made up their minds with days to go? Perhaps more people simply prefer to vote by post or is it a sign of a higher turnout at the polling stations on Thursday?
