How do I know if my property needs to be licensed?

The property will need to be licensed if the following 3 criteria are met:

1. Is it occupied by 5 or more people (including children) living as 2 or more households?
2. Are any amenities shared between households (eg toilets, baths, showers,wash basins, or kitchen facilities)?
3. Is the property 3 or more storeys (floors) in height?
